Mr. Samkhar joined the Australian Public Service first working in the Department of Education, Employment and Workplace Relations (DEEWR) in 1999 and later in the Department of Immigration and Multicultural Affairs (DIMA). From 1993 to 1996 Mr Samkhar served at the Tibet Information Office in Canberra and was responsible in the establishment of the Office in its early stage.
Mr Samkhar also served as Additional Secretary in the Department of Religion and Culture for a brief stint in 1996-97 and later as President of the Tibetan Community Association in New South Wales (1992-93) and the Australian Capital Territory (Canberra) from 2000 -2005.
Mr Samkhar also obtained a Masters Degree in Political Science studying through the Directorate of Correspondence Courses from the Punjab University in Chandigarh and later completed his MA International Relations Degree in 1990 from the University of North Carolina at Chapel Hill, North Carolina USA as a Fulbright scholar.
